Agenda C was founded by Carrington Brigham and Parnell McGuinness in 2019, in Sydney.
The firm melded Carrington’s digital campaign expertise with brands and political campaigns and Parnell’s public relations and media acumen approach to full service campaigns to create winning solutions to challenges and objectives in achieving success for clients.
Their partnership has seen them develop and execute campaigns with a successful integrated communications formula for advocacy brands, industry organisations, and government clients across Australia.
Managing Director - Campaigns
Carrington brings to Agenda C 17+ years of digital marketing communication and professional campaign experience.
In 2022, Carrington worked on the national Affordable Medicines Now campaign for the Pharmacy Guild of Australia. This campaign has been awarded four times, with 3 international awards.
Over the last 10 years, he has successfully campaigned to elect Liberal Party leaders through digital strategy & messaging campaigns. He also initiated and co-developed the polling for the legalisation of same-sex marriage in 2014 which resulted in 73% of Australians supporting the change. Carrington specialises in introducing brands and industry member groups to grassroots digital advertising and social media campaigns.
Parnell Palme McGuinness
Managing Director – Policy & Strategy
Parnell is an experienced strategic communications strategist who has developed and delivered big ideas in advertising, communications, advocacy, and media relations campaigns for over 16 years.
She specialises in strategic policy and campaign engagement services, with industry associations, governments, brands and think tanks. Parnell has solved complicated communications challenges for a wide range of clients, including management consultancies, tech companies, educational institutions and many more. Parnell maintains strong connections with the media and writes a weekly column for The Sydney Morning Herald and The Age.
Garrison Nifong collaborates with Agenda C clients on public relations and campaign strategies that achieve and exceed client goals. With a global perspective cultivated from living on five continents and mastering multiple languages, Garrison is committed to curiosity and creative problem-solving.
Creative Graphic Designer
Bailey Arena is Agenda C’s Creative Graphic Designer.
Recently graduating from the University of Technology Sydney, Bailey comes to Agenda C with fresh creative approaches. Since joining, Bailey has already created bespoke creative and brand concepts for key advocacy clients.
Bailey’s impressive design and conceptual thinking adds fresh and dynamic flair across our clients’ campaigns. He’s a keen explorer of 3D animation design. Bailey applies critical thinking to key challenges and delivers exceptional and original advertising, brand and social media creative.

Public Relations Account Coordinator
Grace has multiple years of experience in customer service and team leadership. Grace studies marketing, media and politics at Macquarie University and uses her university-obtained skills at Agenda C. She helps administrate account operations, aiding with creating, implementing and succeeding client campaigns.
Video Editor & Design
Chris works on Agenda C clients providing creative video ideation and editing and animated motion video content to our team.
Chris develops exciting creative content for digital advertising, graphic design, video marketing and the day-to-day support of public relations, marketing and social media campaigns.
Junior Account Coordinator
Samantha is part of the accounts team providing public relations support and assisting the Account Managers.
Samantha assists in the day-to-day administration of public relations, marketing and social media advertising campaigns. She also helps develop and execute publication relations plans, including strategy, goals and tactics for clients across various industries.
Performance Marketing and Search Consultant
David is a digital marketing campaign consultant with extensive experience across PPC, CRO, Chinese Digital Marketing, Social Media Advertising, Analytics, and Conversational Marketing.
David specialises in revenue generation, brand awareness and delivering measurable campaign outcomes through digital channels. With both agency and client-side experience, David has seen both sides of the coin and understands the digital challenges facing Australian organisations. With experience across advocacy, finance, banking, government, law, and SaaS verticals, he has consistently delivered double-digit uplifts to campaign results.
David brings to Agenda C senior digital campaign experience in Australian and Chinese content.
Junior Campaign Coordinator
Bastian assists both our accounts team and content team in creating successful solutions and excellent outcomes for Agenda C’s clients.
Bastian’s organisational skills and attention to detail help him to provide the most effective day-to-day administration at Agenda C and help develop and execute effective media and social media advertising campaigns.
